Yes. Reviewing, sync, every device, the browser extension, Listen mode, stats, importing, export and account deletion are marked in the product itself as things that can never move behind a paid plan.
Only the action that would go past it is stopped, with a message saying which limit and what to do. Everything you already have keeps working — you can still review, edit, export and delete.
You keep all of them and can still switch between them; only adding a new one is stopped. Decks you installed from the catalog stay installed.
